Yes, you can with Advanced Train Control Systems (ATCS) and here is what you have to do to get it working for you on your Windows 95/98/Me/NT4.0/XP/Vistra/7 (I have not tried it on Windows 8 yet).

ATCS works off of a scanner radio or via the Internet depending upon if there are radios connected to the internet are in the area of the subdivision that you are wanting to watch.


Requirements:
Be able to access the administrator account on your computer
Be a member of the ATCS Monitor Yahoo! Group
Download the files from the Files Area (Members Only!)

Once you are a member of the ATCS Monitor Group and have installed the application and your layout file(s), you should be good to go!

I would download both the ATCSMon410.exe as well as the ATCSMon426beta.exe.  
Install the 410 first and then the 426beta next.

The next step is to install the Monitor Kit for the area that you want to monitor.
Be sure to review the Notes for that Monitor Kit.  It will contain important information that you may need to change within ATCS Monitor application in order to get it to work, i.e. ATCS Monitor version, Server address, etc.  For Example the UP Auston Sub requires version 426 and adding a server address and a port.  Without those updates, it will not work.

  Weird Sight involving Modern Train and Beer Horses

This afternoon, a couple of us were down at the SP 794 giving a tour of the locomotive.  Fans were gathering for the UTSA football game in the Alamo Dome, and the Budweiser Clydesdale were making an appearance.  The horses were approaching from the East on Commerce St and were about to cross the tracks when the crossing gates came down due to a BNSF freight which was approaching from the South.  The engineer had blown the horn a couple of times which naturally had caused the horses to be on edge.  I think that the engineer had noticed this and expertly stopped the long freight at the edge of the street.  The conductor then climbed out of the cab of the locomotive and manually lifted the crossing gate to allow the famous horses and their wagon cross.

  Charter Club and St. James Place

This afternoon we found the Charter Club and St. James Place Private rail cars had been dropped off at Sunset Station the night before.
The Charter Club is the ACF Dome/Coach car.  Previously identified as the AT-703 and UP7003.  Interestingly enough, the car did not have a reporting mark painted on it.
Prior to being known as the St. James Place, it was called the "Belleville" and was owned by the Illinois Central Railroad.

  UP 2010 Heritage Unit

On Oct 27, 2012, I was able to photograph UP's Heritage Locomotive commemorating the 100th year of Scouting at SoSan Yard in San Antonio.  It was used for the annual San Antonio Service Unit UP Employee Day.  This Employee Day was a big deal because it was also held in conjunction with UP's 150th Anniversary.

  UP 2001 Olympic Heritage

Took these pictures at 4:55PM Oct 1, 2013.  She was the number 2 locomotive that was heading North out of SoSan Yard at CP216.  Got lucky, I had just stepped out of work looked down the track and there she was.  Then a couple of minutes after taking the last photo, the consist throttled up and she was gone.

  UP 1988 Katy Heritage

Today I was able to photograph the Katy Heritage locomotive at SoSan Yard, San Antonio, Texas.  She was on the point of a 3 unit consist heading either North or East bound.
   

Ironically, I was not the only one from Bldg 171 at Port of San Antonio, photographing this girl.
